The energy consumption per unit of GDP was down 3.5% from the previous year, while the water consumption per 10,000 yuan (RMB) of industrial added value fell by 7% compared with the previous year. The above targets are significantly higher than market expectations, which means that in the first year of the “Twelfth Five-Year Plan”, energy-saving and water-saving policies and measures will be introduced as soon as possible.   According to the previously published Outline of the Twelfth Five-Year Plan for National Economic and Social Development, during the “Twelfth Five-Year Plan” period, the energy consumption per unit of GDP and the amount of water used per unit of industrial added value will need to be reduced by 16% and 30% respectively. According to this goal, the average annual energy saving and water saving target is 3.2% and 6%. Compared with the latest target of the National Development and Reform Commission, the 2011 target is 0.5 percentage points lower and 1 percentage point lower. The industry believes that the higher target set in 2011 is to reduce the work pressure in the next four years and avoid the situation of concentrated assault in the end of the 11th Five-Year Plan. In order to ensure the completion of the 2011 target, the system must be in place as soon as possible. In fact, the Ministry of Water Resources is developing the “Opinions on Implementing the Most Strict Water Management System”. The "Opinions" will promote the establishment of regional and industrial water efficiency assessment systems, assess the completion of provincial governments, formulate mandatory standards for water use efficiency of water equipment and products, and accelerate the transformation of water-saving technologies. A person from the Ministry of Water Resources said recently that "in the future, it is possible to control the total amount of water used by major water users in key areas. After the use of water indicators, the new water volume can only be met through the transfer of water rights and the use of non-traditional water sources." The NDRC's goal for water use also includes the urban sewage treatment rate of 80% in 2011. The Ministry of Water Resources clearly stated that in order to accomplish the above tasks, the Ministry of Water Resources is working with the Legislative Affairs Office of the State Council to prepare regulations for the reuse of sewage treatment. It is currently in the stage of legislative investigation and consultation. The Ministry of Water Resources, together with the Ministry of Finance and other relevant departments, is studying the formulation of a sewage treatment and reuse facility and a reclaimed water network to award the subsidy policy. In order to complete the energy-saving goal, Su Bo, deputy minister of the Ministry of Industry and Information Technology, publicly stated on the 28th that he will do a good job in three aspects: industrial structure optimization, industrial technology transformation, and enterprise energy conservation management. On the 29th, the National Development and Reform Commission also announced the emission reduction targets for major pollutants, requiring that the emissions of sulfur dioxide, chemical oxygen demand, ammonia nitrogen and nitrogen oxides all decreased by 1.5% over the previous year. Compared with the target of reducing pollutant emissions by 8%-10% during the “Twelfth Five-Year Plan” period, the emission reduction task in 2011 is not too heavy. The National Development and Reform Commission also requested that the comprehensive utilization rate of industrial solid waste increased by 1 percentage point this year compared with the previous year; the harmless treatment rate of urban domestic garbage reached 74%.
