According to reports, the resource tax reform during the “Twelfth Five-Year Plan” period will be carried out at three levels: tax basis, tax level and scope. However, since the resource tax reform will push up the overall price level and reduce the various fee incomes that are attached to resources, governments at all levels are not motivated to reform the resource tax, and regional differences in resource distribution are also difficult to make resource taxes.
