On April 14, the Ministry of Environmental Protection, the National Development and Reform Commission, the Ministry of Supervision, the Ministry of Justice, the Ministry of Housing and Urban-Rural Development, the State Administration for Industry and Commerce, the State Administration of Work Safety, and the Electricity Regulatory Commission jointly held a video conference. On behalf of the eight departments of the State Council, Minister of Environmental Protection Zhou Shengxian mobilized and deployed the 2009 national special campaign for rectifying illegal sewage companies to protect the people's health and environmental protection.
The meeting pointed out that at present, the domestic economic growth rate continues to decline, some industries have overcapacity, some enterprises have difficulties in operation, and objectively there are facilities for stopping pollution control and smuggling, so that the difficulty and pressure of environmental law enforcement are significantly increased, and the people are harmed. Sudden environmental incidents of good health are still on the rise. To this end, the 2009 special environmental protection action will focus on the main line of “guarantee growth, protect people's livelihood, and maintain stabilityâ€, further strengthen environmental law enforcement, and strictly guard against blind investment impulses under the pretext of expanding domestic demand and ensuring growth, and resolutely prevent it. A new round of high-energy, high-pollution, low-level redundant construction, actively guard against environmental risks, and focus on solving a number of outstanding environmental problems that endanger the health of the people and affect sustainable development.
It is understood that the three key tasks of the 2009 special action for environmental protection are: strict management of the "two high and one capital" industry, focus on special inspections of steel and arsenic-related industries; consolidate the results of centralized remediation of drinking water source protection areas, and continue to carry out environmental protection Post-inspection; efforts to rectify the environmental violations of urban sewage treatment plants and landfills, and effectively realize the emission reduction benefits of pollution control facilities. The meeting requested that all localities should strengthen departmental linkages, increase accountability, list and supervise typical environmental violations, strengthen the review and approval of environmental impact assessment, strictly limit regional, river basin and industry approval, and improve the long-term mechanism for environmental protection special actions.
