[Foreword] The new version of the "Specifications for the Production License for Special Labor Protective Products" promulgated by the General Administration of Quality Supervision, Inspection and Quarantine was implemented on October 30, 2016.

Issuing agency : special labor protection articles are issued by the provincial, autonomous region, municipality quality and technical supervision bureaus (market supervision and management departments)
Product Unit : The special labor protection articles specified in the Regulations are divided into 32 product units.
The "chemical resistant industrial rubber boots" and "chemical resistant industrial molded plastic boots" are combined into a "chemical resistant boot" product unit.
Added a product unit "Powered Air Filter Respirator". New product categories of "auto darkening welding filter" have been added, and some product varieties, specifications, models, etc. have also been increased or decreased.
Production licenses : Any enterprise that does not obtain a production license may not produce products that are listed in the state's production license management system. No unit or individual may use the products listed in the catalogue that do not have a production license for sale or use in business activities.
When an enterprise produces a catalogued product, it shall submit an application to the competent department of production licenses at the provincial level where the enterprise is located. Enterprises can try to apply for forensic products from the date of acceptance of the application.
The products that the enterprise tries to produce shall be qualified after the factory inspection, and shall not be sold until the product or its packaging and instructions have been marked with “trial productsâ€.
Where the General Administration of Quality Supervision, Inspection and Quarantine or the provincial license management department terminates the processing of a license decision or refuses to approve a license, the enterprise shall not continue to try out the product from that date.
