The municipalities adhered to the combination of law enforcement and services, and further intensified the awareness of enterprises on the importance of labor protection articles by inspecting and further propagating regulations and standards concerning labor protection articles and the relevant provisions of regulatory documents, and standardized the labor protection articles of enterprises. Equipped with standards, the company has improved various management systems for labor protection products, and promoted the use of standards for labor protection products in enterprises to the safety monitoring department. In the process of law enforcement inspection, Zaozhuang City widely publicized the laws, regulations, and common sense of the use of labor protection products. This allowed companies to consciously regulate safety production according to law, and to rectify the irregular use of labor protection products by employees. Tai’an City has seriously carried out its law enforcement and inspection activities. Third, there are problems

With the continuous improvement of laws, regulations and standards on labor protection articles and the gradual improvement of the company’s safety production management level, most companies have done a lot of work in the areas of labor protection supplies investment, equipment, management, and use, in order to ensure safe production. Made some contribution. However, due to the lack of attention paid by enterprises to labor protection articles, the “fear of trouble” mentality of practitioners, inadequate government supervision, and other reasons, there are still some problems in the management of labor protection products, which are mainly reflected in the following aspects:

(1) The management system and equipment standards for labor protection supplies are not perfect. First, some enterprises’ labor protection products have inadequate management systems. It is mainly manifested in the failure to establish a sound management system for labor protection products and management systems for the purchase, acceptance, custody, distribution, use, replacement, and retirement of labor protection products. Some enterprises’ labor protection products have not been fully funded and the amount of money has not been paid. The second is that the standard for labor protection supplies is not perfect. Some companies have continued to use labor protection standards of their companies more than a decade ago. They are not familiar with or are not familiar with some of the current standards. Some directly dispense with labor protection supplies in accordance with any standards, and some companies do not know that Shandong is equipped with labor protection products. standard".

(2) Enterprises are not standardized in the purchase and use management of labor protection products. Some companies did not require labor protection product manufacturers to provide qualification and product quality inspection reports when purchasing labor protection products; some companies purchased special labor protection products without safety signs, and these labor protection products mainly focused on antistatic clothing and resistance. Burning work clothes, welders masks, protective glasses, insulating shoes, anti-static shoes, etc.; some companies did not establish labor protection products using the account records, the distribution of labor insurance supplies is arbitrarily, labor protection supplies management confusion; some companies do not have special The labor protection articles are placed in warehouses, and a variety of protective articles are mixed together. They are not classified and placed in a safe place.

(3) Safety training for employees' labor protection supplies is not in place. Judging from the inspection situation, some enterprises’ safety education and training are not in place, and there is a lack of guidance for workers to correctly wear and use labor protection articles. Many employees are not wearing and using labor protection articles correctly. Many of these problems are chemical companies, manufacturing and processing companies and small and medium-sized private enterprises with serious occupational hazards. For example, some employees of the company use ordinary gauze masks instead of anti-virus masks; some employees of the company do not properly wear safety helmets, seat belts, or use unqualified labor protection articles at the production site.

(4) Some production and business units failed to file for the record as required. There are still some labor protection product production and operation companies that fail to file records with the Shandong Provincial Administration of Work Safety in accordance with the regulations (registration of "Shandong Province Safety Production Supervision Bureau - Labor Protection Products Filing System" as required); a few labor protection product manufacturing enterprises The safety signs for special labor protection articles are not complete, and there is a lack of safety signs for ex-factory special labor protection articles; some operators of labor protection articles are free to expand their business scope, engage in special labor protection articles without authorization, and the purchase channels of special labor protection articles for operation are not Formally, there are no signs of safety signs for special labor protection products.

(5) The market supervision and management of labor protection supplies is not strict. Over the years, due to the cross-functional and disconnected functions of the supervisory departments, no one department has been able to truly manage its position and there has been a regulatory gap. As a result, some unqualified production and business units have existed for a long time. In addition, the use units have been driven by profits, and labor protection supplies that are purchased and allocated to employees who do not meet the standard requirements are even “three non-products”.
