In order to implement the "Guiding Opinions on Constructing a Market-oriented Green Technology Innovation System" (Fa Gai Huan Zi [2019] No. 689) on the "Development and Release of Green Technology Promotion Catalog" related requirements, accelerate the promotion and application of advanced green technologies. The recommended work notice is as follows:

1. About the recommended range
All units are invited to recommend relevant technologies in the fields of energy conservation, environmental protection, clean production, clean energy, ecological environment, and green upgrading of infrastructure. For specific classification, please refer to the "Green Industry Guidance Catalog (2019 Edition)" (Fa Gai Huan Zi [2019] No. 293) .
2. Regarding the principle of recommendation, the recommended technology should have the characteristics of advancedness, applicability, and high promotion value. Leading technology level in the country, reflecting the latest progress of green technology and leading the green development in relevant fields in China; mature and reliable technology, clear intellectual property rights, practical application requirements, and successful implementation cases, which can be widely promoted in relevant industries or fields; technology The promotion value is high, economically applicable, and the promotion potential is large, which can effectively promote the sustainable development of the economy and society.
3. As for the content and requirements of the report , please as the organization recommendation unit, carefully organize and recommend qualified green technologies. Please organize the declaration unit to fill in the green technology declaration form (Annex 1), and compile the technical report (Annex 2) according to the outline for the preparation of the green technical report. For detailed instructions, please refer to Annex 3.
In principle, the recommended technologies of provinces, autonomous regions, and municipalities should not exceed 5 in principle, and the recommended technologies of Xinjiang Production and Construction Corps and the individual cities, industry associations, and central enterprises in principle should not exceed 3 in principle. The organization recommendation unit is responsible for reviewing the authenticity of the application materials of the application unit and giving priority to recommending original green technologies with intellectual property rights. The recommendation unit of each organization shall not charge any fees during the recommendation process. If such a situation is found, once it is verified, the recommendation qualification will be cancelled.
Please submit two sets of text and electronic version of the recommended materials (the electronic version requires a CD-ROM) to the National Development and Reform Commission (Resource Conservation and Environmental Protection Department) and the Ministry of Science and Technology (Social Development Technology Department) by August 15, 2020 , Ministry of Industry and Information Technology (Energy Saving and Comprehensive Utilization Department), Ministry of Natural Resources (Technology Development Department). Each region is led by the provincial development and reform department and submitted in conjunction with relevant departments.
